Inside a range means a roster conversation is realistic there. A range is not a cut-off. Programs inside one division vary enormously, and a time at the bottom of a band at one school is a scholarship conversation at another. Use the verdict to decide which division to spend your time on.

Does a hand time count?

The ranges are fully automatic times. Add 0.24 to a hand time before rating it, the standard high-school conversion, or use the hand time to FAT converter. Wind matters too: a sprint or horizontal jump with more than 2.0 m/s of tailwind is not a legal mark, whatever the clock says.
