Top of a range means your time is at or beyond the reach mark of that division: the kind of time a competitive program in that division recruits. Inside a range means a roster conversation is realistic there. Below the college ranges is where most high-school athletes start, and the page tells you exactly how far the first range is, so the number to chase is a specific one rather than a feeling.
A range is not a cut-off. Programs inside one division vary enormously, and a time at the bottom of a band at one school is a scholarship conversation at another. Use the verdict to decide which division to spend your time on.

The ranges are fully automatic times. Add 0.24 to a hand time before rating it, the standard high-school conversion, or use the hand time to FAT converter. Wind matters too: a sprint or horizontal jump with more than 2.0 m/s of tailwind is not a legal mark, whatever the clock says.
